Berkut (Golden Eagles). Following the collapse
of the Soviet Union, the former Soviet Socialist republics were left on
their own to develop counterterrorist capabilities. Ukraine has responded by
creating Berkut (Golden Eagle) detachments under the authority of the Ministry
of Internal Affairs. These units were originally formed in January 1992 and were
based heavily on the Special Purpose Militsia Detachments (OMON). The
